Will I have to take the written test when I go to get my license?

My friends have told me that I you don't renew your permit then you do not have to take the written exam when you go to get your license. My friend just got his license and had to renew his permit and said he did not have to retake the written exam. So, in the state of Missouri do I have to retake the written exam when I go to get my driver's license?
